Looking at your pictures you do not have the original pieces. It appears that you have something that someone tried to adapt to the wipers.

You can go to the following link (from Texas Power Wagon Journal) and see what they are suppose to look like. http://www.texaspowerwagon.com/wiper.htm
There are also some pictures of a modification that someone has done to make a pair of Bosch wipers fit.

It should not be too difficult to make the support bracket out of heavy sheet metal then weld it to the front cover of the wiper. The outer bracket will be more of a challenge to make it look good. The outer piece will need a screw that goes through the cab and into the front bracket of the wiper as Clint indicated. Look at the pictures in the link above. This will stop the motor from rotating when it is running. The vacuum wipers use a small slot in the cab and a tab in the inside mounting wedge to do this. Apparently Dodge felt that this was not strong enough for the electric wipers.

I have seen several electric wipers where someone had taken the mounting parts for the vacuum wiper and drilled them out for the electric wipers. This appears to be what you have.
