The actual law that prop 23 delays is AB32.
Target of law is 2020. I don't know whether it actiualy restricts older vehicles or not, or whether it can only restirct vehicles made in the future.
Prohibiting us from driving our old cars is usually considered a method of "taking with out compensation", something that even the Cal Assault Weapons Ban didn't do.
