Basically its the old clunker law all over again. Due to emissions, Calf Air Resource Board can tell DMV what vehicles can be registered to be allowed to drive on the roads. If your vehicle doesnt meet emissions standards, you aren't allowed to drive it.
But its deeper than that obviously.
