The plugs seat against a ledge inside the hole. The new plug goes in convex, center bulges outward. They get tighter as they get flatter. Use a bit of sealant, and whack it until the center has a slight dent. Whack the rest of them too.
I heard on hit my fender liner when I wound it up getting on the freeway. They were all loose, previous rebuilder was un-familiar with the concept.
