Well the valve could be half shut giving you a little heat. Thats how it works. You put the slider on HOT and the valve is full open and then as it warms up you slide it close to cool to control the heat. If your valve is full open then you may have a plugged up heater core. I just went thru this whole battle on my 74 D200 a month or so ago. After flushing the heater core it developed a leak so I got to replace it. This truck now has all new hoses, valve and core and it will run you out of the cab it get so hot. I jsut cant keep the 440 running for some reason the last few weeks but thats another story.
