You should have heard the discussion when somebody (earnest young compliance guy?) mentioned lead paint on the building. You'd think somebody'd just found a neutron bomb or something. Much discussion followed about whether they could burn it in the local burn pile or they'd have to haul it to the toxic waste dump. Mining is the most regulated industry in the country. They have every agency there is breathing down their necks and they're running scared.

Here's a good one for you. Remember that giant oil skimmer they were going to put to work on the Gulf oil spill last summer? Never heard anything more about it, right? Turns out they weren't allowed to use it because the water that it discharged would exceed the pollution limits. Never mind that it took MOST of the oil out of the water. The partially-cleaned water coming out of it would not be 100% pure so the ship would be considered to be discharging pollutants. Hence, no skimming ship. Booms were okay because they could pick up the whole boom and haul it to a dump somewhere.
