Threads can be cleaned up with a "thread chasing file". It has eight different sets of teethiness, to match the most common pitches.

Other than a few bashed threads, I don't know how munged up a spindle can get by workmanship. Though I guess an overheated, seized bearing could spin and burn up the spindle. But I wopuldn't blame that on the last guy.

The rivets are there to hold the brake backing plate on. Replace them by drilling the holes to the next larger size bolt.
