No primer or paint on windshield

Found an NOS windshield frame a few years back and getting ready to
chrome it. Tore it down and it shows why these things rust out so badly.
This is an NOS windshield frame for a 1/2, 3/4 ton military. Has the
extra holes and center post attachment point. In factory OD and came with
glass and rubber seal installed. They did have red oxide primer under the
OD green(VERY runny paint job in spots) but check out the pics.
Absolutely NO primer or topcoat in the bottom of the channel. I honestly
can't figure how the avoided it as there is some on the edges into the
channel and very even coverage. At first I thought maybe the glass was
installed prior but the overspray contradicts that.

They must have sprayed from both sides with it hanging from the hinges
and didn't bother trying to get in the bottom of the channel. What's
confusing is the screws are all painted with no scuffs from install so
that is what lead me to think it was painted after. Maybe they did
topcoat before and after assembly? There is no way paint could get passed
the glass seal. Kevin
