It might or might not be a stuck float. If hitting with a hammer frees it, you can count on it sticking again. I may be dirt/crud under the needle seat, not allowing the float to shut off fuel flow. It could also be a bad worn end on the needle. In my opinion, the best way to fix is NOT to hit with a hammer, but remove the top of the carb the way it is now, undisturbed. Then you can see if the float is really stuck or if you have to dig deeper.
