I saw one other like that, at Surplus City in umm 1974?
It was for remote control steering, for pulling gunnery targets along the ground. I'm guessing the M37 dash- or is it M151?- is a cobble job to get instruments into a disposable truck.
Similar rings are used for automatic steering on boats. The 'brain' is hooked to a flux gate compass, and keeps the boat on a particular compass heading. Somehtimes the heading is Back to the Future. ;o
