Looks like a fairly small town. Seems like a vol. fire dept. could be a good way to go for them. I see the town is constantly loosing population, so I am sure they are hurting for money to run the city operations.
However, it does seem like the town fathers are not treating the current full time fireman in a very fair manner. I would bet their is a lot of other wasteful spending the town could cut without resorting to this. I hope some compromise can be worked out.
