Rick, check that the drum is not binding on the backing plate when you tighten the screws, if it is you better make sure the backing plate is mounted properly. Also you could try a different drum on there and try that drum on the other end to see if it does the same there. If it's the same on different hubs you have a drum problem. If you get same result with different drums, you have either assembly or hub problem.
