I'm no Garand expert but from conversations with more knowledgable persons than myself I believe the majority of M1 Garands were re-arsenalled atleast once if not more while in service. One that is new/unused is definitely worth a premium. The IHs were of the lower end of the quality spectrum but that does not/may not affect their collectible value.(?)
New/unused does happen though. I once owned a new in the cosmolene, 1943 Ithaca 1911. So this sidearm made it through several years of active wartime during which it was never issued.
