Should be able to diagnose which valve by using compressed air into the spark plug hole and listening to where the air is leaking from while slowly rotating the engine.
If no noise from intake, then intake is stuck, if no noise from exhaust, then exhaust is stuck.
Still, like you, I have to wonder why the timing has to be so far off and that has me thinking it a timing problem.
