Open the starter and clean it up. Clean the commutator really well. Plan on replacing the brushes. The make sure of the cables and connections. It also could be a battery on the way down. I had the same issues after sitting a long time. Cleaning the carb and checking cables and starter solved most of it. I just found a leak in the fuel pump which made it difficult for the pump to get fuel from the tank. Both the glass bowl had loosened and the screws holding the pump halves had backed out a little. Once tightened it can get fuel from the tank much faster. Also check for a filter that is dirty.
