Depends on what it is. Stainless...Don't do anything (not painted) Regular hard steel gets wire wheeled either with a knotted brush or a softer straight one. New hardware was never really a concern for me. But If I have to re-use the original (provided it's safe) it goes into a tumbler that a friend lets me use. Trying to save the bolts from a winch bumber is difficult, it's all in how well it comes apart. As for fender bolts, etc, better and cheaper to get repros if they are a mess. I try to paint as much as I can assembled, so the hardware is consistent with the paint.
