You have to remove the rivets from the hinge, clean up and paint the hinge, and re-assemble with new rivets. The sealer goes on prior to re-assebly. 3M makes a good sealer, available at NAPA. You will have to buy a tube of it that fits in a caulk gun. plenty of colors to choose from, except red.
