HELP!!! Major Brake Adjustment

I am in the process of redoing the front brakes of my 1967 W300 CC. New parts include turned drums to 14.25” and new shoes from VPW. I did not have the shoes arched to the drums because I could not find anyone local to do it. Got everything back together today and attempted to adjust the brakes. I have read my service manual and the past postings on this subject in the archives. But, I am having some troubles with the process. It seems that I can adjust the heel and toe to 0.010” with little problem and the drum will rotate freely. I run into trouble when I try to adjust the heel to 0.003” and the toe to 0.006” as suggested in a previous post from the archives. When set to those numbers I cannot turn the drum. Also, lets say I set the heel and toe to 0.010” is the brake adjustment process complete? Or, am I still supposed to adjust the brake using the upper adjusters so that they just start to rub? Any other tips, tricks, or advice would be greatly appreciated. This is my first time doing a major brake adjustment and I want to do it correctly. Thanks in advance.
