Thermostats cycle at lower openings in very cold weather to keep cold incoming radiator water up to temp. During cold conditions the t-stat will usually never open fully as the incoming water cools it off quickly. In warm ambient temps the thermostat will stabilize in a nearly fully open position as the difference in incoming coolant and operating temps aren’t that far apart. Most T-stats are designed to fail open…so the engine will typically never reach full operating temp (unless the radiator is plugged or poor air flow across the core).
Exhaust temps are substantially higher on an engine that’s running lean. Late model vehicles running high speed & loads require enrichment beyond stoich to control exhaust & catalyst temps. Sounds like you have a weak radiator cap.
