I have not seen this specific filter housing but by it's size and the mounting flange where it bolts to the block I would bet it is a full flow type filter. There should be two passage ways in the mounting base - one from the pump and one back to the oil galley. You could check by putting some low pressure clean compressed air into the oil galley where the oil pressure gauge connects and see if you get air back into the filter housing. If you do it's a full flow filter system. Are you sure you have the correct cartridge? A by pass type cartridge will not flow the oil that is required for a full flow system. If you try to flow to much through them in the wrong directon (inside out)they will explode in the housing. I have seen this happen. Yours should most likely be a pleated type media cartridge. If you assumed you needed a bypass filter and installed such that may be your problem. The by pass cartridge likely won't flow enough to show oil pressue in the galley given all the places the oil has to go for the limited volume that would be coming through the bypass filter. You also may want to remove the filter housing from the block and re-examine the available ports. Are there more than two? If so does one have a plug in it? Is the right one plugged? When I was a teenager we had a Spitfire engine transplanted in 49 pilot house 1 ton. It had the full flow filter but was connected with 1/2" steel tubing and fittings to the same point yours mounts to. Perhaps someone else out there is familiar with your specific housing and will chime in.For now I'd be rechecking things. Good luck.
