In Spokane, Pohl Spring is the place that will custom build any spring assembly you want. They generally provide U-bolts along with the springs and they custom-make them as well.
It seems easy enough to make your own U-bolts by taking a torch and bending a piece of rod, but I tried it once and they were junk. It obviously needs the right kind of steel, the right bending technique, and the right heat-treat. I would not mess with trying to make my own, even though they look simple.
