1955 Dodge Truck steering

Not sure if the steering on the Power Wagon is similar to the Dodge trucks or not, but thought i would try. I'm rebuilding the steering box and not sure if I have the correct replacement part or simply missing something. At the steering box, the end of the steering shaft fits into a seal/bushing (part no 1501214). There is a bolt that goes through this seal/bushing into the end of the steering shaft. Is this bolt something special? I purchases an NOS 1501214, but the hole in the center of the housing is much smaller than the bolt hole in the end of the steering shaft. After typing all of this - is the hole to remain open and is for the horn wire? If so, why are there threads on the inside of the steering shaft? Thanks,
