Thanks for the info. I'll look closer at fuel and spark again. It has a new distributor cap, new plugs, new PCV valve, and new commercially-rebuilt carburetor. The propane test finds no vacuum leaks. I've not gone into the internals of the distributor at all, and it still has the old spark plug wires.

Yesterday the backfiring started after the first few runs of the day. They were leaving it idling between runs because the starter was flakey, which is something they usually don't do. It was also the hottest day of the year so far. When it cooled down, it seemed better. After I re-adjusted the valves in the evening, I took it for a test drive and it didn't backfire at all. Don't know if that was the valve adjustment or because it was cooler. The timing mark still jumps all over at idle. We'll find out today how it does during normal operations. I replaced the starter so now it will get some cool-down time between runs again.
