before i pull anything apart i want to be sure i know what i am repairing ,i check everything in your case here is what i would do
1) compression test first ( i know you did some vales but that didnt help) 2)then check the ignition (i dont know what you have in the buss) 3)then plug wires both for correct order then for resistance 4) cap and rotor and play in the distributor shaft 5)check the manifold vacuum at a idle and at 3/4 throttle 6) check vacuum, advance at the distributor 7)take a propane torch (un lit) allow propane to flow across the intake system at a idle (if you have a intake leak the propane will up the idle) 8 timing chain and damper ,grab the damper with your hands try to rock the damper CC to C and back again you will feel the slop in it if there is any at all 10) open up rocker cover check for cam lift height on push rods check for worn out rockers that dont open the valves > now with these ten steps you should be able to asses any engine probability > but Number 11 is the best ! Remember the propane torch for procedure number seven well . park the old buss outside and light the torch and throw it in the trolly then run ~ Copey
