Lowers shouldn't be adjusted except when new shoe are installed.

You problem is probably gummy wheel cylinders- do them all. But this wheel, to get the shoes to back off, remove the wheel to access the little hole in the side of the drum. Might need to remove a screw and a cover, if they aren't long gone. I hope you can rotate the drum til the slot is up near the top adjusters, and try prying through the hole with a screwdriver. Oh, open the bleeder too.
