I have found wires inside of water jackets now and then too. My understanding is that they are wires that were used to hold the cores in place when pouring the casting. They get fused into the iron at one end don't come out when they shake out the sand. I would pull it out if it comes out with a hard pull, just so it doesn't come loose and end up in the water pump or something, but if it seems well-attached just leave it there and it won't hurt anything.
