The only thing I can think of is that the bolts holding the backing plate/ spindle on are too long (i believe they have lock washers on them). Maybe when they are installed the extra thread within the knuckle is hitting the bell. I could measure a set tonight maybe or you could try and stack washers to match the backing plate and spindle thickness and then install the bolt with the correct washer thickness without the spindle or backing plante and see if the thread is contacting the bell. I hope that makes sense if not email me maybe I can explain better.
