I would not mess with it. There normally isn't much "sludge" in there -- just some varnish and dirty oil. If there's an accumulation of gunk, something is wrong (maybe just no oil change for a LONG time). I would worry that spraying any sort of solvent in there would just wash gunk and maybe grit down onto the camshaft. I understand about wanting to make it look clean, but I'm not sure what the point is of trying to clean up just the valve area. If there's accumulated sludge, maybe scrape out most of it with a stick and a stiff brush, put fresh oil in, and change the oil again soon?
