The cups/seals on your master cylinder could be bad and fluid is leaking past. If the fluid is doing this you may never see it leaks through the back of the MC into the vacuum booster where it is often sucked up into the intake manifold or the booster will fill up with brake fluid. When you pump it you tend to put more pressure on it quicker and the cup bows out and seals better against the cylinder wall. With a soft peddle touch and constant pressure the peddle can go to the floor as the fluid leaks past. My son's truck will do this exact thing with the clutch. We have the parts to fix.
