I'd go with Randy's suggestion, but use diesel fuel or Kerosene. Or either, with some atf mixed in?

But hmm, re: my wise ass start- I wonder if running hot water through the block would expand the block, just enough to break the rusted rings loose?

But also, the first FFPW we had was left in the rain with the head off. Rings were not rusted to the block, but valve stems were rusted to their guides. We hand cranked it, the valves stayed open.

Try turning the flywheel. Any movement back and forth would mean rings are free, valves stuck in guides. What do y'all think?

Forcing a stuck valve can break the tappet, not good that.

Maybe pull the valve covers, use a prying tool, see if all the valves can be moved?
