Not so sure about electrolysis Bruce but the rad shop just drops it in their tank of caustic & everything comes off like brand new. I don't think you'd save much..I take rads in all the time & he dips them free. Drop off at night, full of gunk...pick up in the morning & looks like new copper & brass :)
They'd dip it anyway even if you bring it in clean I bet.
Once they dip it...they have like a cone shaped fitting on the end of a kind of pressure washer & they blast all the crap & caustic out & flush it.
All that said...the only real way to make them like new is by removing the tanks & being sure every tube is clear & once you're at that stage...just put a new core in it.
