I feel in the beginning they didn't want to lose the well so they tried the recovery thing. I think as soon as that didn't happen take Russia's advise and blow that thing up. I was thinking of just crushing the well casing but that must just be to easy and inexpensive. If I'm looking at the pic right there is the casing going into that big thing that is really causing the problems. If you excavated under it and just crushed it problem solved.
