I have a '77 Power Wagon with both the tank behind the seat and the one under the bed. The one behind the seat was the primary in that year and the bed mounted one is the option. I believe that '78 would be the same. What is your problem? I had troubles with the tank selector valve at one point where it was hanging up between positions and allowing fuel to drain from the cab tank into the bed tank. The switch on the dash can be wired any way you want with reguards as to which tank is to be your pimary or your secondary. The switching valve is grounded by its mount on the frame, make sure this is good or you can have all kinds of wierd stuff happen.
