I have checked into it a time or two...and Last I heard, you need to contact a local post office, preferably a larger one, and get with somebody in charge there, they will tell you waht to do. Most of the time, they will let you know when some go up for sale and have you submit a sealed bid. Now I have been told by a local in the area that you can submit a bid as high as you want, BUT the post office cant sell the expostal Jeeps for any higher than $500. Good luck!
