You need the ballast resisitor to drop the voltage to the points so they don't burn up. I usually buy the more expensive resister where the coil wire is not exposed on the backside. They are usually embeded with some type of filler and don't break as easily.
If wired properly you will have 12 volts while in the starting position which bypasses the resister, but reduced voltage when running so the points don't burn out.
