I guess anything is possible!
The only time I can see a broken ring locking up a motor would be a 2 cycle like a Detroit which has the intake hole in the cylinder wall. Piece of ring could definitely get in there and stop things,lol.
The other scenario which is likely and probably happened to your buddy,and is common, is a ring breaking and allowing hot gases to get by and burning the piston and scoring the cylinder wall.
That would seize things up,ha
