That seems to be an Idaho thing. At least I never ran into it in Washington. Here they seem to always want you to have a dealer "appraise" it. There's one dealer in town, and he has about 8 cars on his entire lot, but for $20 he'll "appraise" your vehicle. It's a racket. In other parts of the world they call it "baksheesh". So long as the amount is small, it's easier to just pay it.
