title transfer idiocy

I went to the DMV today to title the truck I bought last year from Nevada. I had a clear, signed off Nevada title, but failed to get a bill of sale. Anyway, they wanted to know if I had a bill of sale, I said no, but I had the stub from the cashier's check. They said that would not work, so I had to get an appraisal from a dealer. I said they would get way more money out of me by taking my word on the check stub (which had the name of the previous owner on it). They said they would not accept it. So I go to the dealer and he gives me a statement saying the truck has, in his opinion, an actual cash value of $1000.00. Back I go to DMV, they say "Fine" and charge me sales tax on $1000.00. They just cut the state out of a whole lot more money than that. When I was willing to declare an amount far above the appraisal, I don't understand the mentality. But I will never understand bureaucracy. Oh yes. Another option they gave me was this: she went online and found the value of a completely restored '49 PW was between 13 and 25K. She offered that I could pay sales tax on the average between. Now that would be smart, wouldn't it?
