I expect the internal seal in master cylinder is bypassing. Sometimes caused by a little bit of crud preventing the seal from sealing, usually the seal has started to degrade/wear/swell. Sometimes bleed it and OK until the crud gets to a wheel cylinder, then it will start leaking as well. If I find one seal with problems, as a preventative measure, I go through the whole system. Cost of seals and new fluid is cheap compared to replacing cylinders.
