I too use the K&D Flare Set. It works well.
I am not familar with Drum brakes, but from your description, yes, they are needed. Even the disk calipers come with copper crush washers for the banjo bolts on the rubber brake lines. I dont know of a torque, never seen one listed, just nice and tight to crush the copper a tad and get a good seal. 300 foot pounds is WAY to much LOL !
