I did not know that it was you selling the truck. Actually, the person most at risk in a situation like this is the original seller who sold you the truck. If any thing happens with that truck they are still liable as they are still the current owner per se. So if someone takes that truck from you and has an accident it will be the person who sold it to you that is possibly on the hook. For example, a friend of mine sold a car and the new owner never registered it. The new owner had an accident and hurt someone. They sued my friend as the registered owner of the car. He did have to pay some money to settle.

Washington state has a portion of the title that is removed by the seller at the time of sale. They must get the buyers information and signature and also sign it themselves and turn it into the state. This does two things. First and most importantly for the seller, it removes any liability of the seller from that point on. So if the buyer does not transfer the title and accicent occurs the seller is out of the picture. Secondly, the state has the name of the buyer and will go after them if the vehicle is not registered with 10 days and fine him (money maker for the state). Even if you sell the car to a dealer yiu need to remove and fill out the form as some dealers are not always good about title transfers.
