In CT it used to be, any vehicle ten years old or more had to be inspected for safety issues, they also wouldn't allow any rust. So If I bought a vehicle I was going to restore I would NOT be able to register it and get a new title. As far as I know there is no other way in CT to transfer a title into a new owners name. Now we don't have inspections BUT if the vehicle is from out of state the VIN number has to be verified at an emissions station ( if less than 25 years old) or at the DMV. So I guess I could tow a non running truck up there and regsister it. You run the risk of them making you fix any safety issues though.
