I have an early '98 Dodge with Cummins 12 valve. I can't imagine why your truck is "ultra loud", especially if it still has the catalytic converter (which is original equpmt.)
I removed the converter and the muffler and replaced the original pipe from the turbo to the rear bumper with a 4" straight pipe and I don't consider mine "ultra loud".
The "component that aids in braking" would be an exhaust brake. There are several made for your truck. Jacobs, Pac Brake, and others. They mount just behind the turbo. I have one on my '06 Dodge/Cummins with 6 speed. If your truck has an automatic it's questionable whether it will do much for you, since the autos don't do much below 40 mph anyway.
