A lot of people like POR15 for frame use. I believe it's too rigid for use on sheet metal and is liable to crack. Plus, if you have serious rust on sheet metal, you have holes through it. There are a lot of "rust converter" products that basically reduce the red rust to black oxide chemically, which makes it more stable. You still have to get all the loose rust off by the usual means. I have had good luck on all very rusty things by simply removing the loose rust and painting with Rustoleum red oxide primer, which does a great job of penetrating and grabbing onto the rust. The primer needs to be top-coated with a finish paint to protect it from the weather and especially from the sunlight. The Rustoleum is economical and doesn't need a catalyst or any special treatment. It doesn't "convert" the rust, but once you lock moisture out with any sort of good paint, rusting stops.
