The local animal warden here told me that a signficant number of dogs that get lost are never found because of people "taking" them (stealing).
In your case the people were even worse, they robbed you right on your property.
It takes a real low-life to find or otherwise obtain a dog without trying to find its owner, and its even worse when they find dogs with identification and then basically disregard that for their own greed/twisted reasoning.
