Brake Bleed issue

This isn't for a PW but it does pull about as good as one and it has the same noise maker under the hood.It is for my Towmotor/Aircraft tug.

Anyone got any ideas?Installed the brand new master Cylinder(ironically the factory original crossed over to a 40s ford with a Flat head V8 Clutch master Cylinder at Napa..),Installed the new hard line I cut to remove the old rusted up master.Filled the MC up and went to bleed to the T fitting at the axle....Nothing.pedal feels like nothing is there.I looked inside the MC and I can see the piston going past the hole and bubbles come UP if I hold the pedal down.....which is strange.....I broke the line loose at the T fitting and when I pressed the pedal I could hear air comming out.Closed the line and released the pedal.Cracked the line and it hissed again,pressed the pedal again and hiss again,Close and release.Got into a rythm where I could losen,pump,tighten release without stopping.Did that about 30 times and never got fluid.I wonder if maybe the pedal isn't letting the piston full travel when I let off.Do they have to fully release when bleeding?I want to get this thing bleed to the T fitting cause it is gonna be a real Biotcht get to the bleeder screws as they are behind the frame rail and only way I can see them is figure out how to get my fat gut under the thing or use a mirror cause there is a 1500Lb chunk of solid cast steel bolted over the tires(Fenders from hell!) that I don't think I can remove by hand.....
