When was a rear-end collision ever averted because of the shininess of the license plate? There are two real reasons why all the states are going to black letters on nearly-white shiny backgrounds: laser speed traps and photo-ticketing machines. The speed trap lasers rarely get a good reflection from anything other than the license plate, and the photo-ticket cameras that all the big cities are installing at busy intersections need all the help they can get in making the license plates readable, especially with cameras looking down on them in all sorts of lighting conditions. Some places, like Washington State Ferries, are also using automated license plate ID systems to photograph ever vehicle passing a given point (in this case, getting onto a ferry), automatically reading the plate number recording it or looking it up in a "wanted" database.

Safety? No, it's revenue and tracking.
