I like HP, and Dell is always a decent choice. I'd stay away from the new "netbooks" (the 12" and smaller laptops and their tiny desktop versions). They're OK as a second or third machine for light use but not powerful or fast enough as a main machine.

Personally I hate Apple with a white-hot passion but they do make a very user-friendly package for non-technical users, if you're willing to pay for it.

Simple tips:
-Get the most RAM you can. 2GB is bare minimum any more, 4GB is better.
-For laptops try and get a 7200RPM hard drive, they're standard on desktops but not always on laptops. The slower 5400RPM laptop drives will make even a fast laptop feel slow and a slow one feel dead.
-A dual core processor is a must. Some of the really cheap PCs are single core versions and it's worth the little bit of money to get the extra core. Look for words like i3, i5, duo, or X2.

Probably not the best time to buy, but there are some good deals out there and Windows 7 is a wonderful operating system if you go that route.
