vacuum wiper attachment to cab

In the schematic in the '51 PW parts book (reprinted in VPW catalog), it shows a "washer" betweeen the two spacers that fit on the shaft. The washer has the notch to fit properly.
I assume this washer is the first piece of hardware on the outside of the cab.
Is this washer rubber or fiber? If not, what keeps water from infiltrating into the cab?
