Seems the expectation that the concrete holds the re-bar together has been found faulty. Used to be, the workers tied the rebar together with thin wire, and trusted the concrete would hold it all together. For the last few years, the iron workers are welding it. At least on structures. Better under tension, once the concrete crumbles.
